What is DLT (Distributed Ledger Technology)

DLT is a blockchain-based registration system introduced by TRAI to regulate commercial communications in India. It creates a transparent, tamper-proof record of all business entities, sender IDs (headers), and message templates used for sending SMS.

Why DLT Exists

Before DLT, India's SMS ecosystem faced serious problems: unsolicited spam flooding inboxes, fake companies sending fraudulent messages, limited consumer protection, and no unified system to verify legitimate senders.

  • Unsolicited spam flooding consumer inboxes
  • Fake companies sending fraudulent messages
  • Scam messages impersonating banks and agencies
  • No central registry to track repeat offenders

DLT applies to ALL businesses sending Bulk SMS, Promotional SMS, Transactional SMS, and OTP SMS in India.

How to Register on DLT

Businesses can register on any DLT platform approved by TRAI: Vodafone Idea DLT, Airtel DLT, Jio DLT, BSNL DLT, MTNL DLT, or Tata DLT.

1
Choose DLT Operator

Select any approved DLT platform. Registration on one is sufficient.

2
Register as Principal Entity

Submit business documents (GST, PAN, incorporation certificate).

3
Get Approval

DLT operator verifies documents. Approval takes 3-5 business days.

4
Register Sender ID

Apply for a 6-character sender ID. Must be unique and brand-relevant.

Sender IDs (Headers)

A Sender ID is a 6-character name that appears as the sender of an SMS (e.g., BULKSMS, PAYTM, AMAZON).

  • Must be exactly 6 characters (alphabets and numbers only)
  • Must be unique - no two businesses can share the same ID
  • Should be brand-relevant and recognizable
  • Must be registered on DLT before use

Template Registration

Every SMS must follow a pre-registered template. Categories:

Promotional

Marketing, offers, alerts to non-DND numbers only (9 AM - 9 PM)

Transactional

Service messages, OTPs, alerts - can go to DND numbers

Service Implicit

User-triggered messages (order confirmation, booking)

Service Explicit

User-consented promotional messages

  • All templates must be pre-approved on DLT before sending
  • Variables like {#var#} can be used for dynamic content
  • Templates must match the exact message being sent
  • Template approval typically takes 2-3 business days

Why DLT Benefits Everyone

For Consumers

Fewer spam messages, clear sender identification, DND preferences respected, protection from fraud

For Businesses

Higher trust and credibility, better delivery rates, brand recognition via sender ID, compliance with regulations

For Regulators

Transparent communication records, accountability for spam, centralized tracking, data for enforcement

Penalties for Non-Compliance

  • Message blocking by telecom operators
  • Fines up to Rs. 50 per spam SMS per recipient
  • Suspension of sender ID
  • Blacklisting on DLT platforms
  • Legal action for repeated violations

Non-compliance is taken seriously. TRAI actively monitors and penalizes violations. Ensure full DLT registration before sending commercial SMS.
